Should a Constitutional amendment be passed, requiring the U.S. federal government to balance the budget, limiting expenditures to revenues or a percentage of Gross Domestic Product?

I am taking a trip to Argentina on Nov, the hotel is already taken care off. I am just wondering how much should I budget. Taking into account that I want to go to nice places without having to think about how much I am spending, how much should I budget? Also are major credit cards accepted widly? Or is cash a better option?

Explain how a budget deficit is created, how the national debt influences the U.S. economy, and how the federal government attempts to balance the federal budget.
its a study guide question. i have about 50 more of these left to do (i did over 25 so far). the ones i posted are the ones that totaly stumped me.
